Indeed the lexer is very specific to PSPP, and rather unintiutive. I
wouldn't even try to use it for any other purpose.
If you want a general purpose lexer, then I would suggest Flex.
http://www.gnu.org/software/flex --- If you also need a parser then
you could look at Bison http://www.gnu.org/software/bison although
the examples you gave may be simple enough that a hand written
recursive descent parser will suffice.
