File Structure Reorganisation Iteration 2

OK. 

I've put up another tarball in the same place as before.  I've
incorporated all Ben's patches (Ben please check to make sure).  I've
also got rid of a dependency from src/output to src/output/charts.
The charts interface could still do with tidying up, but  we've
got everything in one place now, so I think that can wait for another
day.

I've also moved terminate out of main.c and put it in error.c (that's
probably not the final place for it) and I've moved main.c to src/ui

getl.c is still rather pervasive a quick grep shows that it's used by :

./src/language/command.c

./src/language/lexer/lexer.c

./src/data/data-in.c


If we could move getl.[ch] to src/language or src/language/lexer then
I think that would make more sense to me.

After that, I guess we need to decide what to do about error
handing. Oh and we need to decide what to do with lib/linreg if
anything.
