OK.  I've had a quick look at that URL and made an unofficial tarball
at http://darrington.wattle.id.au/pspp-0.4.3-dll.tar.gz

It builds a file cygpsppire-0.dll and installs it in
/usr/local/lib/bin 
I've no idea if this dll will actually work; for some reason my Cygwin
environment won't run psppire (it exits with status 53 before even
entering main).

If this works, then we can incorporate it into the release.  If not,
then I don't know what we can do.

     of "black magic" involved in creating and loading dynamic libraries on
     w32 platforms.  Some of this magic has to be done on our part, but
     some also has to have been done by the libglade developers.  I've no
     idea if they would have done this (or even been aware of the
     requirement).   If not, then I'm afraid that we'll not be able to run
     psppire on cygwin :(
     Also, windoze is a platform with which I have only a very shallow
     familiarity, so I will not be surprised if I get totally stuck.
