And also we should consider implementing the SET LOCALE command in
PSPP. The complication arises when we try to keep it compatible with
SPSS. Ideally it should accept both windows "Codepage" numbers and

I seem to remember that we had a discussion about converting codepage
numbers to posix encodings a few months ago, but I couldn't find it by
searching the mailing list archives.
