New ROC branch

I was hoping to get the ROC command finished this week, but there's
still some final bits to do, and more thorough testing is required,
particularly, with regard to missing values.

That said, I think the command basically works, and is usable, if
caution is exercised.  So I've pushed it to a new branch called "roc".
I forked it from "master", but I think it could be merged with "output"
without too much difficulty.


I'm not going to have much opportunity to work on it over the next few
weeks, so If anyone else wishes to pick up the batton, then they're 
welcome to do so.
