I recall when I tried the windows installer several years ago, that this was 
"normal",
when upgrading from a version of PSPP which was already installed.

You might be able to work around it manually by deleting the existing 
installation
before installing the new one.

Like all GNU projects, we recommend running PSPP under GNU or GNU/Linux.  PSPP 
is optimised
for those systems and you get 100% freedom.
