[Qemu-block] [PATCH v2 01/24] test-qemu-opts: Cover qemu_opts_parse() of "no"

qemu_opts_parse() interprets "no" as negated empty key.  Consistent
with its acceptance of empty keys elsewhere, whatever that's worth.
