BTW a slightly better names would be
msix_init_bar_exclusive
msix_uninit_bar_exclusive
to stress that these only apply when msix
occupies all of the bar.

I think new msix_init should only get either bar or the number,
not both. This means it needs to be called after register bar
and this means we need unregister_bar.

Current code uses macros for these, e.g.
