Possibly, but it's not the categorization we use upstream,
which splits our binaries into three groups:
 * system-emulation binaries (qemu-system-arm, etc)
 * usermode-emulation binaries (qemu-arm, etc)
 * tools (everything else)

(I think the guest-agent may be a fourth group.)
