suggest to move this call to realize time, and gate it on 
ACPI_GED_CPU_HOTPLUG_EVT being set.
Platform that supports cpu hotplug must optin, setting ACPI_GED_CPU_HOTPLUG_EVT,
while for the rest it will be ignored.
