[Quilt-dev] latest version tarball

Is there a tarball for the latest version of quilt?  It seems that

http://savannah.nongnu.org/download/quilt/

is quite out of date.  Is there a reason this is not updated with the latest
tarball?

If it's a problem of time, I might be able to help out...  I just need to know
what CVS tag to use to generate the tarball.  And access to the project of
course.
