[RP] feature request; change to defwinpos

Instead of taking the ratpoison window id, I'd like one
of the following:

a ratpoison command that takes a X window id and returns its ratpoison
id

OR

for the defwinpos command to accept an additional argument, an
X window id, so that one can set the default position of a window
on a window by window basis from within the program that "owns"
the window.
