[rdiff-backup-users] New duplicity home/mailing list

I've decided to give duplicity a place by itself, to make it clear
that you don't need rdiff-backup to use duplicity, and also so people
may find it easier to contribute.  The new web page is:

page if you want to browse the CVS code, or file a bug report using
