Yes, it shouldn't be so complicated to get it running. How did you
install rdiff-backup? From the binary RPM? If so, try building from
source instead:
rpm --rebuild rdiff-backup-0.10.1-1.src.rpm
rpm -i rdiff-backup-0.10.1-1.<arch>.rpm
