I've been following the cygwin list and large file support is still
experimental, but they have released 3 test releases that support it.
The main developer proposed making it the stable release recently and
suddenly 4 or 5 bug reports came in. So I'm not sure how soon it will
be released, but they are certainly trying to get it out asap.
I don't know if there is a cygwin python that uses the new large file
support or not. (Does rdiff-backup need python to support large files,
or just gcc?)
