One other issue that might be worth considering is whether or not
you'd want to provide a reference C implementation for the archive
format, or whether you just want to provide a standard and leave the
various implementations to others. Even if you were working from C,
python, perl, or scheme, it might be nice to have all of the programs
linked against the same library -- might also improve your chances for
world domination, archive-wise...
