Yes, you should be able to upgrade without any issues, but a few
features like --change-source-perms have been removed, so you may want
to check if you do anything unusual. Before 0.11.1, rdiff-backup did
not write metadata separately, so there was not so much a change but
an addition. Yes, 0.11.x and 0.13.x were development versions.
