[rdiff-backup-users] rdiff-backup version 1.1.6 released

seems like i figured out all the details for making a release.

except i don't run redhat/fedora anywhere, so i didn't make an rpm.  
instead i placed the spec files into the release tarball, so folks can 
build their own.
