Indeed, this is how rdiff-backup operates. The idea is that you can
always restore by copying with 'cp' if necessary. Also, if you are
backing-up to a second drive, the second drive is a mirror of the first
(plus an rdiff-backup-data directory) which speeds the restore if you
need to simply swap the second drive into the place of a deceased first
drive.
