[rdiff-backup-users] rdiff-backup starting over on interrupted restore

If the answer is to use rsync, I am trying this command:

rsync -v --exclude "rdiff-backup-data" -e "ssh -i 
/cygdrive/C/remote-private-keys/key-file -o UserKnownHostsFile=vault_key -o 
StrictHostKeyChecking=no"  -raz --progress --delete address@hidden:rdiff_files 
/cygdrive/C/work/eclipsepdt/test/rsyncnet/

Does this make sense?
