Well the 1.2.8 release/svn are also that old as well. I just checked out
the r1-2 branch and trunk and here are the stats on the diff:

rdiff_backup/FilenameMapping.py | 12 -
rdiff_backup/Globals.py | 9 +
rdiff_backup/Main.py | 32 +++-
rdiff_backup/Security.py | 5
rdiff_backup/Time.py | 20 +-
rdiff_backup/backup.py | 12 +
rdiff_backup/eas_acls.py | 50 ++++--
rdiff_backup/fs_abilities.py | 315 +++++++++++++++++++++++-------------

rdiff_backup/log.py | 31 +++
rdiff_backup/metadata.py | 10 -
rdiff_backup/rpath.py | 83 +++++++++-
rdiff_backup/selection.py | 6
rdiff_backup/statistics.py | 17 +-
rdiff_backup/win_acls.py | 19 ++

Despite being dated, AFAICT the nongnu.org site and svn repo are still
canonical, at least I didn't find anything else searching.
Any of the maintainers still on the list want to comment?
Thanks,
