Details:

When you need to run the project completely offline (for example on a high
performance computing facility that has no internet), you need the two inputs
into the project (tarballs and software) before running it.

In task #15330, the downloading of the project's necessary tarballs (but not
building them) is mentioned. But we also need an option to only download the
input datasets. Fortunately all the download rules for all the necessary
datasets are in the `download.mk' file, and their definitions are in
`INPUTS.mk'. So it shouldn't be too hard to just download the data, and do no
processing.
