+FSF Tech Notes Directory

+Documentation useful the FSF & hopefully the public which is mostly not 
strictly related to Savannah.
+
+
+Background:
+
+FSF tech team has an internal ikiwiki wiki called gluestick for various
+technical documentation. It was created in 2014 and to store some things
+that made sense to be private, but a bad practice started of adding
+documentation there that was better off public since we didn't have a
+public ikiwiki.
+
+This subdirectory aims to start rectifying that situation. The pages
+here might be moved to somewhere more appropriate if we can decide where
+that is.
