I finally set up the nongnu mirror:

HTTP/2: yes
HTTP/3: yes but experimental, using nginx-mainline

Syncing every 23 hours from mirror.accum.se instead of FSF's aging 
servers to save you bandwidth and pain, and to avoid "permission denied 
rsync error 23" blah blah :) enjoy
