Follow-up Comment #2, sr #110999 (project administration):

It would also be okay if you git-rm'd the files (they will still be in the
version history) and push that leaving only the README file in the working
copy if the project were to be checked out.  That README file could give all
of the details of getting to the new location of the project.  That type of
strategy should keep everyone happy because it makes it clear to people
looking there where they should really be going now.  It keeps archivists
happy because nothing has been removed since it is all safe and still
available in the version history.
