I think you're misunderstanding here. nongnu.org is for programs that are
licensed under a GNU Free Software license but have not (yet) been donated
to and/or accepted by the GNU project. You can find many GPL'd programs
here that are not yet a part of the GNU project itself either because the
programs have not been donated to and/or accepted by the GNU project.
At the very top of the savannah.nongnu.org page you will see the
following: "We host free projects that run on free operating systems and
without any proprietary software dependencies.". It does *NOT* say that
it hosts projects that are in preparation for becoming a part of the GNU
project! As a developer, I get the choice to keep the copyright on my
code, but as long as my project runs on free operating systems without
proprietary software dependencies, Savannah is happy to host my source
code repositories (etc.).
