SELinux is disabled:
$ getenforce
Disabled

I assume you are in tty group ;)
> $ ls -ldZ /var/run/screen

Hm.. maybe SELinux? Have you checked audit logs or tried to temporarily disable
it? If policy is missing some permission, it can cause weird issues.
