I have followed the same steps (specifically item #3 from the above
message), and did not encounter such errors.
(This was on windows-7 with cygwin 2.11.1 and x86_64-w64-mingw32-gcc 
version 6.4.0).

Can you provide more information about your system? e.g.:
    uname -a
    gcc --version
    x86_64-w64-mingw32-gcc --version
