gcc has applied to Summer of Code as a separate project, as we've done
for the last two years.
Yes, it is possible to contribute to gcc without being familiar with
the code base. We have had a number of successful projects in the
past from newcomers. See http://gcc.gnu.org/wiki/SummerOfCode .
