What is going on here?

Let's decide what we're doing before we continue communications with the 
prospective student.

I think a great idea for GSoC would be an "automated project review" 
utility, which could be written in python, or any other language...

Basically, we need a program that evaluates a tarball and ensure it 
meets the savannah standard.

Such a program would really cut the overhead of project submission review.
