[Taler] libmicrohttpd version bump

Just a quick heads-up: The minimum libmicrohttpd version is now
bumped to 0.9.71, to match the documentation:

- https://git.taler.net/merchant.git/commit/?id=da177df9c8865c1

This shouldn't affect modern systems, but older systems (e.g.,
Ubuntu 20.04.3, which we recommend) will need to install an
upgrade (under /usr/local, say) and include in the ./configure
script arguments something like ‘--with-microhttpd=/usr/local’.
