Details:

  * GNUstep applications do not seem to include Terminal in
    their 'Services' menu.

  * GWorkspace-0.8.7 does not allow selection of Terminal.app
    in Preferences; after checking the 'Use Terminal services'
    box, the 'Set' button is disabled.
