    from 0b7ab21a67 * tp/Texinfo/ParserNonXS.pm (_input_push_file, _next_text) 
(_end_line_misc_line), tp/Texinfo/Convert/HTML.pm (_process_css_file): do not 
use binmode to reset input encoding, as with buffering in input the file 
content is read ahead with the previous encoding. Instead set binary mode and 
decode upon getting the line.
     new 97e27d74d2 * tp/Texinfo/Convert/HTML.pm 
(html_image_file_location_name): add leading dot to extension used in case of 
error.
     new 99152498d3 * tp/tests/encoded/osé_utf8_no_setfilename.texi: 
synchronize with tp/tests/encoded/osé_utf8.texi.
