Hello all,

HP-UX does not use tcp wrappers by default.  HP-UX has a similar
security protection built into inetd using the /var/adm/inetd.sec file. 
This first patch ignores the inet099w alarm if $TCPD is not defined for
the platform.

I will work on building a simiar check to this but uses the
/var/adm/inetd.sec information.
