[Tlf-devel] Upload tlf-0.8.20 (hamlib-1.1.4 compatible)

Tlf-0.8.20 adds a new multiplier (DX-&-SECTION) for use e.g. in the CQWW 160 
meter contest (multiplier is W/VE state or CQDX country). 

This version is compatible with hamlib-1.1.4, and can not be used with 
hamlib-1.1.3 

Tests of tlf with hamlib-1.1.4 and my OMNI VI+ were successful, which means 
that the patches have gone into the new release. This means I can remove the 
hamlib-1.1.3-pa0rct special version for the OMNI VI from the website.

Congratulations to the Hamlib community for this important release!!

Tlf can now be started with command line options (-v, -V, -d), and now starts 
up with minimal startup messaging as default in order to speed up start or 
restart of the program in the heat of the contest. 

Some more bugs were removed.... 

... and finally, a manpage (tlf.1) was added for compatibility with linux 
etiquette....
