[Tlf-devel] patch for 2 digit weighting

Hi Rein,

the attached patch allows entering of a 2 digit number for weighting,
after hitting 'altW' in the callsign field. This allows better weighting
control, which has been -50 to +50 for a while now in cwdaemon.

I have also extended the tone range in parse_logcfg.c, so we can enter
'0', which is used by cwdaemon to switch sidetone off.
