Re: ARRL 10m

I have created pull request: https://github.com/Tlf/tlf/pull/449 which
updates the ARRL 10m mult list.  I have updated it to match the lists
linked from https://contests.arrl.org/contestmultipliers.php

As for the rules file, the only thing that separates DX from W/VE/XE is
the use of a serial number or state/province.  As that needs to be
edited locally anyway, I see no reason not to have a single arrl10m
rules file and just put in a comment note for ops to double check.
