This is bad.  What's the value of tramp-make-tramp-file-format?  Does
it contain the parentheses around the % escapes?

What happens when you eval the following expression?

    (tramp-make-tramp-file-name nil "scp" nil "alicia" "/tmp/teste")

Does it return a filename with parentheses?
