New auto-detection of base64/uuencode

Please test the new feature.

I have just committed to CVS a change that auto-detects which inline
encoding to use. See the new variable tramp-coding-commands and the
function tramp-find-inline-encoding.

The syntax of the method definitions has not changed, but the
parameters tramp-encoding-command, tramp-decoding-command,
tramp-encoding-function and tramp-decoding-function are ignored.

Do you think it should still be possible to hard-wire the parameters
via tramp-methods? Maybe it is easiest to just remove the parameters
from tramp-methods.

The new logic looks whether tramp-rcp-program is nil. If so, it
assumes that inline transfer is done.
