Yes, this fixes the problem for me!

I tested this as follows:

Install XEmacs package
tramp                1.33
again (the one with the problem)

Reproduce the problem after loading tramp.el

Patch tramp.el and byte-compile it.

Start a new XEmacs and access the path documented above.
