license for the latest version of Tramp 2.1.12

Hi, 
This is Deborah and I maintain the Free Software Directory. I got a note
that there was a new version of Tramp and the entry needed to be
updated. Because the main point of the directory is that "every license
has been checked" I looked for the license on Tramp. I'm guessing it's
an oversight, but the license didn't seem to be included with the
package.  

I downloaded the package from here,
ftp://ftp.gnu.org/gnu/tramp/tramp-2.1.12.tar.gz

Several of the files made references in their headers to GPLv3 (or any
later version) so I've listed it that way on the directory. 

I did notice that the GFDL is included for documentation, so no worries
there.
