It doesn't seem to be a Tramp problem. I would say, it is either
because of vc-bzr.el, or your bzr repository is corrupt, or you have a
lot of branches in bzr.
Tramp's traces show permanent read requests for the following files
(see enclosure). Tramp does not read those files on its own.
