Yes. Tramp sends the following command:

So it is your local mux which causes the trouble. Don't know whether mux
could be configured to accecpt Tramp's settings. Otherwise, you might
use indeed one of the settings you have mentioned in your first message
(tweaking tramp-ssh-controlmaster-options or
tramp-use-ssh-controlmaster-options), that's what they're good for.
