No way. Checking for a remote default-directory is the very basic
mechanism for process-file, start-file-process and shell-command to
invoke Tramp. This cannot be changed.
But you can call "C-u M-x shell". Beside other questions, it asks you
also for default-directory. You could change it in the mini-buffer.
