[vile] Making UTF-8 default

How do I tell vile (9.6) to default to utf-8 encoding?  Or does it do
this automatically if the locale is set to utf-8?

I have move all my systems across to utf-8 now but I'm not yet quite
sure that I have vile working in utf-8 by default.
