I saw that last fall, and fixed it in 9.7e: 20080928 (e) + use PERL_SYS_INIT3() and PERL_SYS_TERM() in perl.xs (Debian #495068).In the 9.7e patch, that's the changes to perl.xs (which aside from compiler warnings and tracing, hasn't changed much for some time).
