Would conditionally quoting the value only for +/pat or -c/pat not work?
Wayne: as a workaround, an alternative way to set the mode is by path
(which is /tmp/mutt-* for Debian for example):
define-majormode mail
define-submode mail preamble "^Newsgroups:"
define-submode mail mode-pathname "^/tmp/mutt-"
define-submode mail fillcol 72
define-submode mail wrapwords
