OK, now I know what's going on.
At home I use RDP to connect to the Windows computer. Apparently,
Windows won't blink the block cursor used by WinVile because of
performance issues, but it will blink a narrow, vertical line cursor
like Notepad uses.
So, if I could change the cusor in WinVile to just a vertical line
(a few pixels wide) it would blink.
But that's probably not possible.
