[vile] digraphs.rc issue

Is anyone able to reproduce the following?

Enter (on newlines): ^Ka' ^Ka` ^Ke" ^Ke` (where ^K is control-k) after
sourcing digraphs.rc.

Output in my buffer,

  ^Ka'
  à
  ^Ke"
  è

i.e., ' and " aren't rendering the appropriate digraphs (á, é). As far
as I can tell, this affects all mappings involving quote characters.
