That's a fairly long timespan, since I started 9.8 in 2010.
But you might be able to pinpoint that more closely using

I have an Ubuntu 20.04 and 22.04 machine for test-compiles;
"locale -a" (the easy fix) only shows C.UTF-8 changing to C.utf8
